Born in Zaragoza (Spain), 59 years. Master in Civil Engineering, with final dissertation award. He also holds a degree in Law and in Business Administration and Management. Former President of the Ebro Water Confederation and President-founder of 3 State societies related to water. Has has been General Manager of Engineering and Consultancy firms. Nowadays, he works as public servant in Spanish Ministry for Ecological Transition. Past President of the WCCE-World Council of Civil Engineers, where he also was the President of the Standing Committee on Water. He is member of the WFEO’s Executive Council (World Federation of Engineering Organizations) since 2015. He is Chair of the Working Group on Water of WFEO, hosted by IIE Spain. He coordinates the Technical Committee of Water of the Spanish Colegio de Ingenieros de Caminos, Canales y Puertos. He is member of the Spanish Committee on Large Dams and member of The Club of Rome, Spanish Group. He is considered an expert in topics related to infrastructures funding, planning and water management. He has a vast knowledge in business and Public Administration issues showing his capacity to forge relations with different sectors (international, national, regional and local authorities, users, social agents).
